In a letter-complaint dated 11 January 1993, addressed to this Court, Respondent Atty. Inocencio E. Dumlao, then Branch Clerk of Court of the Regional Trial Court of Makati, Branch 134, was charged by the RTC Makati Movement against Graft & Corruption for allegedly engaging in usurious activities, immorality and violation of the Anti-Graft & Corrupt Practices Act (R.A. 3019, as amended). The complaint alleged that Respondent withheld the salary checks of all RTC Makati employees to compel them to borrow money from him at usurious rates, as evidenced by Trust Agreements.
