For the effective investigation and prosecution of cases of election offenses and in the exercise by the Comelec of its quasi-legislative power under Section 6, Article IX of the 1987 Constitution, the Comelec Rules of Procedure were promulgated, providing, among others, the guidelines pertinent to election offenses.
