In this special civil action under Rule 64 of the New Rules of Court, in relation to Rule 65 thereof, petitioners seek the reversal of the Decision[1] dated November 4, 1997 of public respondent Commission on Audit (COA) which affirmed the disallowances made by respondent Corporate Auditor for Philippine Postal Corporation (PPC) of the Representation and Transportation Allowance (RATA) of certain officials of PPC. The dispositive portion of said decision reads:
