YNARES-SANTIAGO, J.:
On March 11, 1993, Atty. Eduardo C. de Vera of Davao City filed a sworn letter-complaint to the Court Administrator against William Layague, Presiding Judge of the Regional Trial Court of Davao City, Branch 14,[1] alleging that the latter failed to decide or resolve the following cases and incidents for an unreasonable length of time:
