Rules of procedure should not to be applied in a very technical sense, for they are adopted "to help secure, not override, substantial justice." In this case, the Petition and the annexes submitted before the CA clearly show that petitioners complied with the rule that a petition "shall be accompanied by x x x such material portions of the record as are referred to therein and other documents relevant or pertinent thereto."
