PER CURIAM:

Time and again the Court has reminded all those who don the judicial robe that a judge should be the embodiment of competence, integrity and independence.[1] He should so behave at all times as to promote public confidence in the integrity and impartiality of the judiciary,[2] and to avoid impropriety and the appearance of impropriety in all activities.[3] Along the same vein, judges are expected to be restrained and sober in their speech.
