CALLEJO, SR., J.:

On October 19, 2000, the members of the Supreme Court Committee on the Halls of Justice (HOJ), including Assistant Court Administrator (ACA) Antonio H. Dujua, conducted an ocular inspection of the different Regional Trial Courts in Malolos, Bulacan and Angeles City, Pampanga. When they inspected the courts in Malolos, Bulacan at about 8:30 a.m., they observed that there were only a few court employees in the different branches who were present in their respective places of work.
