The instant administrative case arose when Italian national Giorgio Ratti charged Lucila Mendoza-De Castro, Interpreter I, Municipal Trial


Court in a Sworn Letter-Complaint[1] with conduct grossly prejudicial to the best interest of the service, conduct unbecoming a government employee, immorality and falsification of public documents.
