Before the Court is a Petition for Certiorari assailing

the Decision No. 2001-068 dated May 10, 2001[1] and Resolution No. 2001-207 dated November 13, 2001[2] of the Commission on Audit (COA) which affirmed the disallowance of, among others, hazard pay benefits under Republic Act No. 7305 (R.A. No. 7305) to the Social Insurance Group (SIG) personnel of the Government Service Insurance System (GSIS).
