At the last general election held June 6, 1922, there were four candidates for the office of governor in the Province of La Union, to wit, Juan T. Lucero, Tomas F. de Guzman, Fulgencio Quezada and Fabian S. Abellera. When the votes were counted De Guzman and Lucero were found to be the two leading contestants, and upon canvass of the returns by official board De Guzman had a plurality of 39 votes, and was accordingly declared elected and inducted into office.
