On 30 September 2005, the Office of the Solicitor General (OSG), through Solicitor General Alfredo Benipayo, filed an administrative complaint[1] against Executive Judge Antonio Eugenio, Jr. and Judge Antonio I. De Castro (respondent), for (a) knowingly rendering an unjust judgment; (b) grossly disregarding the law and prevailing jurisprudence; and (c) dishonesty and abuse of authority.

The complaint stemmed from the Order dated 9 September 2005[2]...
