CORONA, J.:

To be, or not to be: that is the question; x x x

For who would bear the whips and scorns of time,

Th' oppressor's wrong, the proud man's contumely,

The pangs of despised love, the law's delay, x x x[1]

Delay is the implacable foe of justice. For justice delayed is justice denied. Thus, this Court must ever be vigilant to slay the dragon of delay whenever it rears its ugly head.

We are again confronted with the problem of judicial delay in this administrative complaint for dishonesty, grave misconduct, violation of the Code of Judicial Conduct and dereliction of duty against respondent Justice...
