PER CURIAM: 

The Judiciary, which is acclaimed as the firmest pillar of our democratic institutions, is vested by the Constitution with the power to settle disputes between parties and to determine their rights and obligations under the law. For judicial decisions, which form part of the law of the land, to be credible instruments in the peaceful and democratic resolution of conflicts, our courts must be perceived to be and, in fact be, impartial, independent, competent and just.
