          Existing laws are read into and form part of every government contract.  The terms of such contract may not contravene mandatory provisions of general or special laws, or public policy.  An option to purchase provided in a contract of lease of equipment cannot be enforced if it is used to circumvent the law on procurement requiring a competitive bidding, or  where the equipment and services failed to comply with the essential conditions  or standards set by the law or regulation...
