An employer is allowed to withhold terminal pay and benefits pending the employee’s return of its properties.
 
Petitioners are respondent Solid Mills, Inc.’s (Solid Mills) employees.1 They are represented by the National Federation of Labor Unions (NAFLU), their collective bargaining agent.2
