The majority Decision defeats the constitutional mandate on public accountability; it effectively tolerates impunity for graft and corruption. Its invocation of the constitutional clause on equal protection of the laws is an unwarranted misuse of the same and is a disservice to those classes of people for whom the constitutional guarantee was created as a succor.
