DISSENTING OPINION
 
DAVIDE, JR., J.:
 
I respectfully submit that the respondent Sandiganbayan committed grave abuse of discretion in promulgating the challenged resolutions. I am, therefore, unable to concur with the majority opinion except insofar as it orders the reinstatement of the Expanded Complaint in Civil Case No. 0020 against the Marcoses.
 
The principal issue in this case is whether the dismissal by the Sandiganbayan of Civil Case No. 0020 as against defendant Jose De Venecia, by virtue of a Deed of Assignment executed between the Presidential Commission on Good Government (PCGG) and seven corporations belonging...
