The suspension of rules of procedure may only be considered under a very narrow band of compelling reasons and always in consideration that due process of law must be accorded to both parties—the prosecution and the accused.
 
This is a Petition for Certiorari[1] under Rule 65 of the 1997 Rules of Civil Procedure, assailing the December 4, 2009 Joint Resolution[2] and May 9, 2011 Order[3] of the Office of the Ombudsman in OMB-C-C-08-0343-H and OMB-C-A-08-0383-H.
