LEONEN, J.

To fall under the coverage of Republic Act No. 7305 and its Revised Implementing Rules, the ponencia emphasized that one must be principally charged to provide health and health-related services.[1]

Construing from the nature of the Philippine Health Insurance Corporation (PhilHealth) as the administrator of the National Health Insurance Program, through which covered personnel may obtain access to various health services,[2] the ponencia concluded that PhilHealth employees cannot be deemed as public health workers under Republic Act No. 7305 and its Revised Implementing Rules.[3]...
