The right of an accused to the speedy disposition of cases is a sacrosanct right that must not only be respected by courts and tribunals, but must also be invoked only in clear instances of vexatious, capricious, and oppressive delays. This sacred right is a shield, not a weapon to be used against the State, and should not preclude the rights of public justice.[1]
