The question at issue in this case relates to the validity of a contract executed by the parties thereto, which reads as follows:

"CONTRACT FOR STREET LIGHTING SERVICE FOR THE MUNICIPALITY OF IMUS, PROVINCE OF CAVITE, PHILIPPINE ISLANDS
