This resolves the Petition for Certiorari and Prohibition with Application for Injunctive Relief[1] filed by Atty. Victor Aguinaldo (Atty. Aguinaldo) under Rule 65 in relation to Rule 64 of the Rules of Court, assailing Commission on Elections (COMELEC) Resolution No. 9371, or the Rules and Regulations on Person Deprived of Liberty (PDL) Registration and Voting in Connection with the May 13, 2013 National and Local Elections and Subsequent Elections Thereafter.
