Resolutions issued by the administrative agencies delegated with rule-making power are valid so long it is within the confines of the granting statute, and not contrary to the Constitution.
 
This Court resolves a Petition for Review on Certiorari[1] which assails the Decision[2] and Resolution[3] of the Court of Appeals in CA-G.R. CV No. 107475, which affirmed the Decision[4] of the Regional Trial Court of Manila City, Branch 7 in Civil Case No. 15-134604.
